Global sukuk outstanding crosses one trillion dollars for the first time

Global sukuk outstanding passed the trillion-dollar mark in 2025 for the first time, reaching $1.015 trillion combined across international ($280.6bn) and domestic ($734.9bn) markets, according to IIFM's fifteenth annual Sukuk Report. Total issuance for the year came to $262.9bn, up 28.2% on 2024 — the strongest annual growth the market has logged in years, led by a 50.8% surge in international issuance. Quasi-sovereign issuers grew fastest of any category, up 66.5% to $52.3bn, as government-linked entities increasingly fund infrastructure and development spending through sukuk rather than conventional debt. Malaysia still accounts for 43.7% of everything issued since 2001, with Saudi Arabia and Indonesia a distant second and third — a concentration worth watching as more markets test the instrument. The milestone is less about the round number than about what it confirms: sukuk has moved from a niche compliance product to a mainstream sovereign and quasi-sovereign financing tool, at scale, across multiple jurisdictions at once.
